the one thats bugging me is good ole Law & Order

wrong dates (says 2006 - is actually more like 1999)
wrong list of actors
not always the correct story synopsis

who should I hassle and how?

That's the dedicated thread on here. Not sure who monitors it though. A company called tribune are responsible for supplying the data but AIUI the data is sourced from the broadcasters.

That's correct, Raisltin. Broadcasters send their programme data to Tribune, who then process it into a format that can be uploaded to all our Tivos.

The only official way to report these errors is to Tivo Customer Services on 0870 241 8486. The thread that Raisltin mentioned, although monitored by Tribune, is un-official and errors reported there may or may not get dealt with.
