Tivo Won't Boot Both lights on

I recently bought an HDTV and had to shut my Tivo. It had been hacked and running for 2.5 years. I thought it was the Hard Drives so I bought a 250Gb drive and bought InstantCake used. I built the new drive without any problems. When I plug it into the TIVO I get both lights on the Tivo come on they are Amber in color. the drive does not seem to spin up at all. when I disconnet the Hard Drive IDE cable the drive spins up fine. I even tried a couple of different cables. Seem like there is a serious issue. any suggestions?

Make sure the IDE cable is not reversed. This will keep the drive from not spinning up.
