Yes, and when I checked this evening to see how the transfer was doing, I found that it quit early, with an error like "tivo rejected transfer and closed the socket".
I notice that in addition to the version of Python, the version of pyTivo is different.

    Fast:
    Code:
    INFO:pyTivo:Last modified: Tue Jul 02 20:14:10 2013
    INFO:pyTivo:Python: 2.7.4

    Slow:
    Code:
    INFO:pyTivo:Last modified: Mon Oct 07 20:11:30 2013
    INFO:pyTivo:Python: 2.7.5

So I installed Python 2.7.4, but it doesn't help. The earliest version of pyTivo I could find quickly was Aug 09, 2013, so I installed that to see if it made a difference. It doesn't seem to.
Well thanx for your time & effort. Re the pyTivo forum thread, I don't suspect the NIC, as kmttg pulls at 94% speed, and WMC gets OTA mpeg streams from the SiliconDust tuners at about 13% speed, compared to the Tivo transfer at <1% speed.

I rebooted this morning, prior to the 1:30AM transfer attempt. Sometimes thats the only way I can clear the ToDo list of transfers queued up that will never happen. I'll try whatever else I can think of, but I'm not hopeful.

Opposite directions. Not necessarily symmetric. (In fact, they were asymmetric in the very thread I linked to, in the same way as you're experiencing.)

Copying a 5GB show from the PC to another one on my LAN runs about 70% speed (70mbps, thru 3 switches), so that NIC can send OK and the switches are not a bottleneck.

Tomorrow I will try using another computer to do tivo transfers.

I moved the .tivo files to another computer on my LAN, and installed pyTivo.

Now, pulling shows from the DVR's "My Movies" share gives download speeds north of 90mbps. So that problem is solved, and the other PC needs to be fixed. I am now convinced that sending TS .tivo files to the DVR works (with captions) :D.

About half of the shows downloaded successfully, and the rest had problems. The Tivo would abort the download, at different but repeatable times in those files. So it looks like a glitch in the TS data in those files.

I wonder if VRD QS Fix can be used on them. Maybe Dan203 can answer that.

I gotta say, that's not normal, either. I'd take a look at the diagnostics menu on the TiVo and see if it's reporting a lot of errors.
