Let's say that I don't allocate any tuners for my Mini, so it can't display live TV. From the Mini, can I schedule a recording of a currently airing program and then immediately start playing back that recording on the Mini? Obviously one of my 4 tuners would have to be available at the time.

I'm wondering if this would be a workaround for not yet having dynamic tuner allocation. I won't watch live TV very often on my Mini, so I'm wondering if I can do as I mentioned above to watch a "live" show just a few minutes behind live TV without having to permanently allocate a tuner to the Mini.

Yes. This is basically the same trick the Stream uses to display "live TV" on the iPad.

But it won't work for extended live TV viewing with one recording unless you change it to overflow by 3 hours or whatever, you have to keep hitting record every time a show ends and the next begins (and deal with the interruptions). Thinking about a live news event etc. It's a workaround, but a poor one.

If you are that desperate to watch live TV then probably makes more sense just to head over to the host 4 tuner unit or another TV in the house to watch it, or at least go over to the host unit and enable tuner stealing for a while. Would be nice if you could change the setting via the Mini itself, but I doubt that will ever be available.
