It's either a scam or his offer was ridiculously low and he will be embarrassed at some point later on when he learns that the others are all in for at least six figures.
Based on how the Office seems to work, and that they are setting everyone up for a happy ending, I think Pam will be all PO'd about the investment, which will ultimately turn into millions by the finale.

That was my take as well. That the others were all in for significantly more than that and just humored him when he put in $10K to protect his feelings.
However, it is pretty lame of Jim to invest $10K into a business and not know what kind of percentage that gets him and not to even be curious about the finances of the business.
I think Jim is so worried about being a sales drone and not accomplishing anything at his age, that he's rushing to try to prove he can become this huge business partner/tycoon and it's clouding his judgement.

Jim used to talk a lot about how this was just a job and he had no plans on this being his career. He thought he would have move on to bigger and better things by now. He realized this is his last chance to make a change or he will be stuck at DM forever.

Wasn't it supposed to wrap up that Toby was actually the Scranton Stangler? The times he was out of the country were the only times the Strangler wasn't strangling?
Toby was on the jury that convicted the Scranton Strangler, and later expressed doubts that they convicted the right man.
